In accordance with the directives of the Government of the Republic of Kazakhstan, the Damu Entrepreneurship Development Fund (a subsidiary of the Baiterek National Management Holding) announces the launch of a new program, "Orleu – Leasing." The initiative is designed to support the modernization and technical re-equipment of small and medium-sized enterprises (SMEs) within the manufacturing industry.
This new instrument will expand SME access to preferential leasing and stimulate the renewal of production capacities. The program allows enterprises to secure funding for modern equipment within 10 working days without requiring additional collateral. This will enable businesses to enhance their competitiveness and address the challenges of aging physical and technical infrastructure.
Financing Amount: Up to 300 million tenge per borrower;
Term: 3 to 5 years;
Interest Rate: Fixed at 12.6% per annum;
Purpose of Financing: Acquisition of new equipment;
Down Payment (Advance): 10% of the cost of the leased item.
To qualify for leasing, an enterprise must be an active SME, possess the necessary production facilities, and have been operating in the market for at least one year. Additionally, the enterprise's turnover for the previous calendar year must exceed the cost of the acquired equipment by at least 1.5 times.
Equipment must be purchased from a domestic manufacturer or an official distributor/dealer, providing a warranty and service maintenance for a period of at least one year.
To implement the new program, a Memorandum of Cooperation was signed between the Damu Fund and the "KazLeasing" Association of Leasing Companies of Kazakhstan. This agreement outlines the provision of financing to leasing companies in accordance with the program's requirements.

At the current stage, the Fund’s participating partners include: Halyk-Leasing, BCC Leasing, ForteLeasing, and Nur Leasing. The list of partners will continue to expand, with updated information available on the official website: damu.kz.
The program includes counter-obligations to achieve specific socio-economic impacts, which is standard practice for state support measures. Since financing is provided on preferential terms using state resources, businesses are expected to contribute to economic development and employment growth.
The "Orleu – Leasing" program serves as a vital additional tool for state support, aimed at renewing the production sector and increasing the resilience of small and medium-sized businesses in Kazakhstan.
