Categories of social entrepreneurship subjects according to the Entrepreneurial Code of the Republic of Kazakhstan:
1) the first category - a social entrepreneurship entity promotes the employment of the following categories of citizens, provided that based on the results of the previous calendar year, the average annual number of persons belonging to any of these categories (one or more such categories) among the employees of the social entrepreneurship entity is at least fifty percent (but not less than two persons belonging to such categories), and the share of labor costs for persons belonging to any of these categories (one or more of these categories) in labor costs is at least twenty-five percent (the social status of the employee is established at the time of concluding the employment contract):
persons with disabilities;
parents and other legal representatives raising a child with a disability;
pensioners and citizens of pre-retirement age (within five years before the age giving the right to old-age pension payments);
pupils of children's villages and graduates of orphanages, boarding schools for orphans and children left without parental care - under the age of twenty-nine;
persons released from serving a sentence from institutions of the penitentiary system - within twelve months after release;
persons without a fixed place of residence;
parents and other legal representatives belonging to low-income, large or single-parent families, as well as mothers of many children, awarded the “Altyn Alka”, “Kumis Alka” pendants or who previously received the title “Mother Heroine”, as well as those awarded the Order of “Maternal Glory” I and II degree;
persons who have undergone medical and social rehabilitation of drug addicts or treatment for addiction to psychoactive substances - within twelve months after rehabilitation or treatment;

2) the second category - a social entrepreneurship entity promotes the sale of goods produced, work performed, services provided to citizens from among the categories specified in subparagraph 1) of this article. At the same time, the share of income from carrying out such activities (types of such activities) based on the results of the previous calendar year must be at least fifty percent of the total income of the social entrepreneurship entity, and the share of the net income received by the social entrepreneurship entity for the previous calendar year, aimed at carrying out such activities (types of such activities) in the current calendar year, is at least fifty percent of the amount of the specified income (if there is net income for the previous calendar year;
3) third category - a social entrepreneurship entity carries out activities to produce goods, perform work, provide services intended for persons with disabilities, in order to create conditions for them that allow them to overcome or compensate for limitations in their life, as well as intended for other persons specified in subparagraph 1) of this article, in order to create equal opportunities with other citizens to participate in socially useful activities, provided that the share of income from such activities (types of such activities) based on the results of the previous calendar year is at least fifty percent of the total income of the social entity entrepreneurship, and the share of net income received by a social entrepreneurship entity for the previous calendar year, aimed at carrying out such activities (types of such activities) in the current calendar year is at least fifty percent of the amount of the specified income (if there is net income for the previous calendar year) in accordance with the following types of activities:
for the provision of social and domestic services aimed at maintaining everyday life;
to provide social and medical services aimed at maintaining and preserving health by organizing care, providing assistance in carrying out health-improving activities, and systematic monitoring to identify changes in the health status of citizens;
for the provision of socio-psychological services, providing assistance in correcting the psychological state for adaptation in the social environment;
to provide social and pedagogical services aimed at preventing behavioral deviations;
to provide social and labor services aimed at providing assistance in finding employment and solving other problems related to labor adaptation;
for the provision of services that include increasing communication potential, rehabilitation and social adaptation, social support services;
for the production and (or) sale of medical equipment, prosthetic and orthopedic devices, software in the field of digital health, as well as technical means that can be used exclusively for the prevention of diseases, rehabilitation of persons with disabilities, including medical habilitation of children with disabilities;
on organizing recreation and health improvement for persons with disabilities and pensioners;
on the implementation of educational programs of additional education;
to create conditions for persons with disabilities and low-mobility groups of the population to ensure access to social, transport and recreational infrastructure, the use of vehicles, the provision of universal communication services when providing information;
4) fourth category - a social entrepreneurship entity carries out activities provided that the share of income from such activities (types of such activities) based on the results of the previous calendar year is at least fifty percent of the total income of the social entrepreneurship entity, and the share of net income received by the social entrepreneurship entity income for the previous calendar year, aimed at carrying out such activities (types of such activities) in the current calendar year is at least fifty percent of the amount of the specified income (if there is net income for the previous calendar year) from the following types of activities:
to provide psychological, pedagogical and other services aimed at strengthening the family, ensuring family education of children and supporting motherhood and childhood;
on organizing children's recreation and health;
on the implementation of general education curricula for preschool education and training, primary, basic secondary, general secondary education, educational programs for technical and vocational education;
to provide psychological and pedagogical support to children with disabilities, medical and social assistance to students and pupils experiencing difficulties in mastering the curriculum of basic secondary and general secondary education, development and social adaptation;
on training of employees and volunteers (volunteers) of socially oriented non-profit organizations, aimed at improving the quality of services provided by such organizations;
cultural and educational (including the activities of private museums, theaters, libraries, archives, school studios, creative workshops, botanical and zoological gardens, houses of culture, houses of folk art);on environmental protection;
to provide socially vulnerable segments of the population specified in Article 79-3 of this Code with geriatric and gerontological care, the organization of health and longevity centers, and activities for maintaining a healthy lifestyle.
